Help! '99 WRX, hard start & surging

Let me just say that this car is very clean and has been religiously serviced. However, it is hard to start mainly when cold but easier when warm, I leave the ignition on for couple of seconds before starting which seems to help a little. The other thing is she has a light case of surging under 3000rpm's with light to moderate acceleration, the tacho rises but as it does it fluctuates up and down along with this surging. If I really put my foot down it seems to disappear, it can be hard to maintain speed particularly out on the highway as I try to maintain speed the car seems to want to accelerate then slow down slightly all the time.
So far I have replaced the fuel filter, spark plug leads with no change to the cars problem. I also cleaned AFM and did ECU reset with no codes resulting and no fix.
I gave the car to Subaru, they tested battery, checked fuel pressure, no codes were found, recommended the upper cylinder clean and new plugs, which they did and they reckoned the surging was gone. I drove the car and still no change, still surging and still hard to start. 😞 still trying to find why this is happening..any help appreciated

Has the airflow meter been replaced any time recently?

If you still want my '99 AFM I'll Chuck the rear o2 sensor in for $5. Will give you something to compare against.

Have you done a vacuum leak test?

Yeah Brett it was replaced a few years back but I took it out and cleaned it just yesterday but nothing happened.
There was a vacuum hose that was off but connected it back up and car is the same
I guess I'll try that o2 sensor bud thanks for that 😊

Cleaned out the idle air control valve?

Fuel filter new and fuel pump working properly?

That's all I can think of.

The idle is perfectly fine, I'm starting to think injectors....
