I experienced the same gentle surging for a while.
Fairly certain the fix involved shimming and tightening of the BOV spring and running mid to full atmo on a GFB BOV.

Is it possible to tighten the stock BOV?

I highly doubt it.

I bought a new BOV. No change.

Fixed it.

I did the ECV bypass mod with one minor tweak, I placed a restrictor pill in the bleed line between the positive port and the DPS line.

My theory is, if Rev D's don't like the mod maybe the restrictor pill will reduce the bypassed pressure enough to avoid problems, but still allow enough pressure to be bled off to smooth out the ECV operation.

I tried to overboost it, no issues, and no other weird boost problems yet. I'll report back here if I encounter any issues.
