Secondary turbo not kicking in

So I have finally got all the boost leaks fix and when I rev the car it bong down at around 5000rpm up to 6000rpm and throws an error code P1241. I have check all (I believe) the solenoid relating to that code but all came up good. So I'm at a loss.
So this is where it got more interesting. I install a catch can with the attempt to recirculate the air back into the intake I had to removed a solenoid right next to the alternator and due to the heat that dried up the hoses hard it broke. I replace it with a second hand one. So when I drive the car hard again this time the revs going right up to redline at 5psi
So my question is what is that solenoid and its purpose and how to check if it's working corectly?
AND why or what can cause my challenge of not having full boost?

fuel canister purge line.. nothing important.
