08 impreza timing belt DOHC

I need help!
Been struggling with timing belt for days and no matter what I do it keeps messing with me..
So I am a rookie I have never done one before..
I have all camshafts and crank lined up perfect.. belt goes on fine..
Then I release the tensioner, I rotate the engine a few times and the left size cams are not lines up, so I rotate a few more times and they get further of the marks..
I dont understand what else to do if they are lined up to begin with why wont they stay lined up?
I have counted all the teeth between crank and cams, and between the side cams and everything is right.. what do I do?

The lines on the belt wont match up once you rotate the engine around. If the lines on the cams and crank line up its fine
