Ive always used uec to clean the engine and never
thought twice about subaru fuel additive.
Is the additive a bit of a ****,used to make $$
Or does it work \ is needed ?

I always use the upper head cleaner and fuel additive every service

Do you use premium (95 or 98) fuel?
If so, you don't need it.
If you use "regular" unleaded, I'd use it.
If so, you don't need it.

It's only like $10 every 6000km's so I just use it anyway. It's not like it is going to have a negative impact on the car it's designed to clean out carbon build up etc.
