98 outback ej25 problem

i have just replaced timing belt after it snapped.
i cant get the timing right.i have lined up the marks but #2 cylinder (front left) but the valves are hitting the piston.

When I shave heads and there is an issue with piston to valve clearance, I put Plasticine on the top of the piston and dummy assemble then measure the indentation in the Plasticine.

It's not something stupid like one bank is set 360deg from the other?
Can you feel (buy gently turning the cam wheel) if it is one side or both?

I think your problem is elsewhere.
Double check the cam timing.

Did you do the old "wire down the spark hole" trick to find TDC?
