Ive seen a few post about these and i have learnt that they aren't just plug ins, but is it difficult to re pin and is there a tutorial somewhere ?

Just been wondering for a while because these cluster look 1000x better that the stock green ones lol. (Pic included)

That cluster you posted is MY02-3.

But I could put a MY02-3 in a MY99 RX, or not..?

A-C and D-E clusters have different wiring And the d-e has an 18 pin plug instead of 14. it's easiest to get a jdm a-c cluster so you won't need to source an 18 pin plug

So if I was to get a JDM A-C cluster I would be able to wire it straight from the wires from my current AUDM cluster ? Or would it need to be re pinned ?

Would have to be repinned. Our cars share the same wiring as jdm clusters but the blackouts have their own wiring. So from the thread I posted your car is A-C normal face and repin it to A-C bfm
