Are these the USDM ones?
You'd just have to wire them up parallel to the indicators to get them blinking.
Just make sure the car still has parkers.

I was just using that as an example, but a lot of newer models have amber DRLs. As for legality, best place to check legality is Police Station.
But I think I know what you're describing, as they are also a common Civic EG6 mod. the corner amber light will have two lights, one indicator and one parker. If you are asking if it is legal for the parker to be orange/amber then as far as I know YES it is.
HOWEVER I would caution you about driving around with just orange parkers on during the day, as it might attract some minor attention, just like driving around with fog lights on does.

Might want to post a picture to what you mean. GC8's also have an actual indicator on the corner of the bumper a little lower than the headlights...
This is a USDM GC8 front end
AUDM/JDM front end
Ironically, the top car is a NSW car with US corner lamps and the lower car is in Cali with a JDM front end
