Car with finance owing

So theres this wreck up for sale with some good parts on it, the owner is selling its as it no reg or rwc and clearly states in the ad that he is selling it with fianace owing that he is not going to bother paying of.
So if i was to buy this wreck, what goes on with the finance side of things?

You'll be liable and the bank will chase you for his money owing.
I like to think of it as borrowing someone's car and driving it better than them.

Sounds dodgy to me.
The way I understand it that a a car under finance must be insured so the finance company can recover costs in the event of a total loss.
Why is it he has the wreck and is trying to flog it?

Haha so he went out and got a loan to buy a car, crashed it and because it's worth nothing, he's just not going to pay it off his debt?
Sounds like he needs a swift kick to the face... and a lesson in basic economics.
