I don't mean to be sarcastic (well, maybe a little).
Don't take this the wrong way - but you haven't described the symptoms in a way that makes much sense. From that, I'm guessing you don't have a great mechanical aptitude or knowledge of how engines work. That's fine, we don't all know everything.
My point is - if the car is behaving so badly that you know that something is wrong, and can explain it to your mechanic, and its repeatable, then he should be able to work out what's wrong.
If he can't - and says it all looks fine - then he is neither efficient, nor does he know much about Subarus. Either that, or even worse, he's brushing you off assuming you don't know what you're talking about.
What has he checked? It sounds awfully like me to be something very simple which he should be able to diagnose.
If indeed the ECU is retarding the timing, then it'll be the knock sensor going off. SO - either your getting severe knock (fuel is bad, not enough fuel, or engine hasn't been looked after and is carboned up) or your knock sensor is bad.
He should have the tools to pull codes out of the ECU to tell him this.
