Car won't start after Fuel pump was put back on

ECU controls fuel pump and will run the pump for a few seconds when key is first turned on. If the ECU doesn't see an 'engine start' condition within that time, it kills the pump. Normal.
Double check your hose connections.
BTW. If you were removing the filter, why not just replace it?

Because I can't find it locally and this is my Daily so I ordered one off ebay when it comes I'll replace it Thanks for your reply but it didn't help my problem.

Diagnostic steps one must always use when things you touched don't work any more.
1. what could I have possibly forked up?
2. check items identified in 1.
3. reduce your assumed level of intelligence you used when putting it back together
4. return to step 1.

cause what Jase discribed is exactly what everycar does
When the car doesn't start it will cut the fuel pump
It only primes for 3 or so seconds
It should have fuel flow during cranking

That said I'd think with the amount of cranking you described the pump would've built enough pressure for the engine to fire.
You haven't touched any fuses or relays for sure? Haven't been playing with wires above driver's kick panel (such as diagnostics plugs)?
Is the correct line being pressurised? I don't know if it's possible to cross the return line with the IN line but it's a thought. I doubt the fuel regulator would let fuel in from the wrong direction.

Ok it was because the Cam sensor wire had some how come loose! Reconnected it and all fired up Thanks everyone for the help

Like Kong says,sometimes when doing fuel pump checks the camshaft position sensor wires can become loose.
