97 legacy gt-b wagon. so the problem is the second turbo(new) doesnt seem to kick in. all the vacuum lines seem fine the actuators seem to work when put pressure in it manually. the 7th solaniod in the control box has some oil around it. we dont have a boost gauge to test underpressure while running to see if any pressure is getting there at all but the smaller turbo works fine. any ideas what might be happening?

You don't have any fault codes ?
Are you sure the car hasn't gone into limp mode for any reason?
