Rust problem - How to stop ?

Maybe if you wish reeealllly hard it will just go away?
Maybe a panel shop might be able to tell you what to do (or where to go?)

As for the Rust.
Id suggest, if anything, Sanding that patch a bit bigger (the rust will have probably spread under the paint depending on how old it is) and trying to sand all the rust off. If its too much to sand, then rust convert.
Then if it needs filling, hi fill promer will probably be enough for that, bog is going a bit far and will cause you more work.
Then spray over.
As far as drilling a hole, i personally wouldnt go that far, to me it looks like rusted stone chips.
I asked my brother about this and he said the exact same thing...

I have been lucky to only get rust like this:
On my current project, and i just got the thing sand blasted. But obviously it wouldnt be viable to do that in your situation
