Whilst some items are fair and resonable, and they raise some good points, it locks in the rules and there is NO room for flexibility, it is just assumed that everybody is an idiot and is dodgy when it comes to raising or lowering their vehicles.
So in short, 50mm is the most a vehicle can be raised or lowered before it's illegal, and that's it.

Raising/lowering up to 50mm
A person may self certify the vehicle if suspension components are compatible with the vehicle

Plus, according to that document - you can still raise/lower your vehicle MORE than 50mm providing you have a Blue Slip done prior to the modifications AND you get an engineers certificate. Yes its an added cost, but it goes some way to making your average motorist safer from people unsafely modifying their suspension (ie; massive lift kits which adversely affect handling.
If only there was a way we could stop people from chopping their springs and hacking up components of their car just for show. Thats where the real danger lies, IMO.

Just say it's a kitted Liberty wagon? So you reckon I could drop to Liberty height, then go 50mm south from there? haha that would be awesome
I would have gone to the kitchen, collected a brown bag, dropped my dacks, pinched off a loaf in said bag, done up dacks, stickytaped bag, placed bag in envelope, and mailed it right to your face for being such a tool.
It's ok, sometimes when we herp, we also derp.

What surprised me was some of the reasons for why you need these rules, it's like somebody had a brief like this:
"OK Johnny, your project for the next 3 months is to come up with 15 reasons why people shouldn't modify their suspension and why it's dangerous so that we can justify it to the luddites of NSW"
"15?, but there is only a couple of safety related reasons that I can come up with, how am I going to get 15 ?"
"I don't care, just make sure there is 15 so we can fill the rule document and make it look good, surely people should be aware that changing your suspension can cause shingles or something?"
/employee walks away in wonder at what bullshit they will have to discover to come up with that many reasons.....
Also I'm not sure of the implementation date, you're right it doesn't specify, so who knows, we are talking NSW government here, only the worst government to ever trash NSW.

I understand the need for blanket rules, but surely if you're taking a chassis that was originally designed to be the height of a Liberty, and replacing the suspension with factory Liberty suspension, then technically you are still well within the manufacturing standards. More so even, since you have simply returned a stock car to the height it should be.Well strange thing is technically, if you dropped your outback more than 50mm it's illegal, even if it's then the same height as a liberty, because, the car did not come like that from the factory, this is where there are going to be issues.
Exactly the same "fix-all" solution to be expected from those that came up with the "BAN P-PLATERS FROM HAVING 90kw TURBOTS!" laws.
