After many a google stalking, his name is Shane Reed from QLD but that's about all I could find out.
From the logo's in the above pic i found the website, then the entrant list for that comp, and he's the only one there racing with a Lib.

Looks like Mercury Motorsport do some of the work on his car. May be worth some investigation.
