Usually companies like yours have a budget for training so unless he's dipping into that for himself (which I'm surprised he could get away with).
Do the dodgy and email HR asking for training. When in doubt, go above his head.
Yeah man... thats what I plan to do... just email the IT head and tell him I want to go for some courses on the training budget... its a joke.. coz if anyone else goes for a course here, he makes fun of them, making it sound like they are just wasting money and makes them feel bad, but for him, its all good...
