Does anyone know where I'd be able to buy a 10" lightweight alloy tube / pipe from that would be about 40mm diameter in sydney from ? I'm looking to by from a store not online.

No, I have one for a gopro already. My one is to mount a 5D mark 3 onto it. The rough rigg + mounts costs about $500 minus the poles and camera.
