My folks had this same problem in their 2001 Outback. apparently to fix it you need to change the oil in a chamber somewhere around the centre diff / gearbox location (Dad wasn't exactly sure where it is). But the problem is the chamber is sealed and thus you need to buy a whole replacement unit.
I guess this isn't going to help much if I don't know what it's called but that's how my folks got theirs fixed.

Can you put up a pic with your Turbo hood now? looks much better than even before.
