EDIT :: Now with step by step pictures. Easy! Just have to play with so many Layers. Pls note that with these pics, they have no background. It's alot easier/quicker that way, however you don't get the feel of the depth of field. Anyway...
With your photo, make 2 copies. Select the Move tool (it's an arrow with a + sign). On the original, select all, Open the Channels tool (you'll see RGB, Green, Red, Blue ), click R(Red). The image will go B&W, then drag it to the left a small bit ( 4 or 5 pixels). Select RGB again and you'll see your pic with red and blue bits all through it. This is to give the background depth of field.
On the copy, select all, click R(Red Channel) again, drag it to the right a few pixels. Reselect RGB, colour appears again. Then copy what subject you wish to have stand out, past it into the original, and delete around the red/blue edges.
For have things pop out more - like faces, boobs, go back to the copy, and redo the move with a few more pixels, cut around the face/boobs and paste it on top of what you've already done. Now wearing your glasses, you'll notice some bits around the edges which you don't want sticking out. Just use the eraser tool on what you don't want popping out more.
Finished product ( You should also crop the red/blue off the edges)
