Anyone know if a newer 4th gen or forester steering wheel Will fit my liberty

I see no reason why the wheel won't bolt up. They're all the same AFAIK however, you may have to rerun some cruise wiring as your on button is location on the dash facia while the Gen 4 and Forester have it has part of the stalk that comes out of the wheel.
Do all Gen 4 wheels have buttons on them? These will be redundant as the 99 doesn't have these capabilities. The lower spec Forester ones are sans buttons. This would be a good option.

i think the clock spring and indicator return/cancel etc is different too? Pretty sure you can get a conversion plug for the airbag if you decide to change it.

Different airbag's (dual stage) on later models.
Just get a MOMO one out of an imported BE/BH and cut a hole for the cruise.

No. The earlier generations (I'm pretty sure 2003-2004) do not have buttons on them.
Wanting to buy/looking for: single genuine STi rim, genuine STi front lip, Corazon or Zero/Sports grille and another OEM grille
