Yes they are. You can only have them in town.
You just have to have it registered, and chipped. If the council ( or whoever) finds one that isnt rego'd and chipped they can destroy it and fine the owner. But it isnt illegal to own one.

I hear you man, but there are areas designated as no cat zones, we are one of them.
There's even places in Armadale and shit that it's illegal to have a cat.
