Because in the 80s, when Commodores were introduced, Fords were a bigger car. The falcon was massive compared to the VB/VC/VH/VK/VL. Taxi companies wanted the bigger cars for their fleet.
The taxis I've been in from the city are all like the newer Fords, like the G6E

It may have changed since the VFs came out but ford were selling gas models from factory. This is very appealing for taxi companies. Holden didn't do this so didn't get as much business.

I also think the 4.0L ford engine was a little more reliable and generally they got higher km out of them before needing a rebuild, may also possibly been easier to fit up an LPG conversion to.
