Just looking to replace the fuel pump of my 2002 b4. There is one selling $40 on ebay called Felcon fuel pump. Are they good?

If its a straight replacement a cheap aftermarket one might be ok...but its one area id pay a bit extra and get a higher capacity as a bit of insurance
Last thing you want is a lean out due to an under performing pump
Deutschworks make some good pumps to suit

MY00 Red RX, a nice daily that was sold off once the B4 became reliable...
MY02 Blue B4, aka 'The Project' - v8 JDM STi engine package and assorted other 'goodies' - Sold, then bought back for parts. Stripped and crushed.
MY03 Blue RX, the newer old daily, pretty well more B4 than RX now... In the process of being converted to the track toy... Watch this space!
MY02 Silver Wagon, H6 conversion, full blue/black leather and almost full black interior to go with it.
MY03 White/Silver H6 Outback, donor car for silver waghoon.
MY97 Silver RX, acquired to become track car, but plans changed. To be stripped and scrapped in time.

I had a DW65c which failed in less than 12 months. I think I was just unlucky, but the Kobe fuel pump is the same thing.
I also run E85 so I needed a bit more than the DW200. DW200 would be suitable for a stock B4 though.

DW200 isnt a direct fit into a B4, DW65C is. Im running one on my GTB with no complaints to date.

I really wish I'd found that out before I modded the fuel pump carrier to accept a DW200

This feels like a silly question, but if you put a bigger pump in do you need to retune/reset ECU? Or do the injectors control the flow so you could put whatever size pump in but the injector duty doesn't change, big pump just means no starvation?
Can you change injectors without a tune? 440 -> 550cc

Fuel pressure reg takes care of any extra pressure coming out of the pump -- as you say, minimizes chances of fuel starvation due to marginal pump capacity.

These figures are purely figurative, I have no idea how much a set injector will deliver for a 20ms spray. Just trying to explain the theory behind it.
Cheers,
Ben
