Yes it is mate. It's either the tip or the muffler.

Remember he's not talking about exhaust crackle or backfire as such. He's talking about the weird air rushing noise when the revs drop.

It'll be the muffler before the tip. 100% the tip wont make that happen.
But the cause of the pulses like that is due to the DFCO. Good mufflers just hide it.

Before the exhaust shop put on my tip, the exhaust sounded fine. He even said it'd sound different once the tip was on, and viola once he welded it on it did.

I dunno, probably a mix of both what we are trying to say.

I was at my mechanic / exhaust shop the other week while getting it serviced and i mentioned about the tip, one of the guys said it wouldn't be the tip because it's resonated so the rolled lip shouldn't have anything to do with it....

Just putting it out there haha

That's pretty much exactly it.
Its an echo/resonation the abnormal is caused by the DFCO, as I've said. Essentially DFCO cuts the fuel supply when you have load on the motor but no throttle %. So you get the sound of pistons compressing bugger all. If there was no DFCO it would be a "pop pop pop crackle" kind of noise.
