That's the calculator they've used to determine WA being in a recession. 

 

WA's State Final Demand, an indicator of growth that excludes exports, fell a seasonally adjusted 3.9 per cent in the March quarter. It fell 0.9 per cent in the December quarter.

So basically they are saying "WA outside of mining is not doing so well..... but if you include mining it is probably doing alright".......

Also, I don't care who you are, if you work for JP Morgan or not, if an economy is still growing - it is not a recession. It's slowed growth. Something that is still increasing is NOT a recession.
