It's like any company, something will always be overlooked.
Not over looked at all...those refund policies are well researched to produce no more fraudulent behaviour than if all customer details were retained.
It's cheaper, because less red tape.
'Shrinkage' is priced into everything anyway.

Bunnings that I work at of a night runs at about 1.8-1.9% Shrinkage as a percentage of sales... which is considered a good result.

People could easily steel all the loose things from bunnings like washers and bolts. some of the washers don't even have bar codes i've noticed
