Why does the country have to be in surplus ?

The government debt is a different thing to budget deficit/trying to get back to a surplus. I think that is where a lot of people get confused.

It is ok to borrow to spend on big projects that benefit the country in the form of government debt, but spending more and more than you are bringing in (budget deficit) on ongoing expenses is not good, borrowing money to cover expenses is no way to run a country, all that does is drive us further into debt for things that are not going to benefit the country and before you know it the debt is controlling the country and you end up being in a position like parts of Europe. When the budget situation is bad credit agencies like S&P (who have just given Australia a warning) downgrade our credit rating which makes government borrowing more expensive and also flows onto the general public in the form of higher interest rates on home loans and personal loans, Credit cards etc. In the end handing out money with no regard of how to pay it back only end up fucking the country in the end, something Shorten doesn't seem to understand.
