The VF26/27 will easily out perform the VF32/33 combination significantly.
The VF32 approx!! equats to the VF27.
However the VF33 falls short of the VF26 due to:
1.smaller compressor wheel
2.P11 turbine compared to P14 of the VF26.(more restrictive/less run out)
3.VF26 has better exhaust flow (8 blade performance wheel therefore more run out)
A comparable match up is the PE1016F/VF32 (PE1016F=VF31 on P16 exhaust housing)
Primary turbo guide PE1016F>VF26>VF25>VF31>VF33
Billsy has achieved 107/229Kw ATW with slightly modified (exhaust port)set of VF26/27.

A friend of mine put a WRX td04l-13t on the vf33 housing. He says the power is much better than the vf33 but is it better than PE1016f and VF26?

The PE1016F is a very nice BB turbo running the same wheel set (comp/turbine) as the VF32.
However a hybrid TD04L-13T/VF33 will out perform it.
An auto with TD04L-15G/VF33 primary produced 125/185Kw ATW. A manual would expect extra 6-8%Kw.The 15G has "similar" flow to the 13T but with a less "peaky" feel.Usually (depending on budget)recommend to upgrade the compressor wheel to 16T which will give even better flow (if you are just doing the primary turbo). If you plan to do the secondary turbo at the same time or in the future you may have to use a different primary wheel set.

Sorry to dig up an old thread but could you use td04L-19t/vf33 combo if doing primary only?

And would the vf33 housing need any modification to fit td04 chra if I went 16t route? Have a td04 sitting at home so might as well

Same question for 13t chra. Will it drop into vf33 housing?

Not directly. The housing will need to be machined to accommodate the larger wheel, the td04 turbine wheels are quite a bit bigger than the 33 wheel. A shim will most likely need to be fitted between the chra and turbine housing too.
