Well the common answer is that they need two crash vehicles to test, but I believe that has changed.
Basically it doesn't meet ADR
This was true a few years ago, no idea now, and yes I have seen them for sale - would be interesting to see what licence they are on.

Actually not true for ADR, takes a lot of mucking about to get them complied and its expensive but can be done (without crashing) I had a good chat to the bloke who complied the first ccx in AU about that :) was a fair few years back now though.
