its not so much about sounding smart adam, as using key words/phrases that draw a potential employers.
challenges goals implies that you like to be challenged and set goals for yourself to achieve or the goals you are set.
career development implies that you want a role that is going to help you with skills and knowledge to go further, and by saying a role that is offering progression you are saying you are looking for a role that is going to be long term and offer you the opportunity to stay with the company and move up/progress through the levels
small things help a lot to make a resume/cover letter stand out to a manager/HR person when they are reviewing so many on a daily basis
while you may not want to sound too smart, you definitely don't want to sound dumb either
