You can use wax and grease remover and even use a clay bar to get the rough stuff off.

I'm a 4th year apprentice electrician
 
I would spray the inter cooler black, BUT I don't know If I would like having it black, It would make my car look stocko again, And I wouldn't be able to go back to the aluminum that it is now.
