The reason that figure of MT paid was so low, is because of how they engineered their progress and 'shelved' large projects. If they had have continued on in the fashion they were going before the MT (the figures/structure that Julia based her calculations on - that's why it's so funny, she sold Australia on it because everyone loves the idea of us having more money to spend on infrastructure etc. - now there's no money 'coz she goofed up), I believe the figure would have been something like $1.2B? Can't remember where I read that though.
