How strong are the ej207's? What sort of power can you reach safely with just bolt-ons and at what point do you need to upgrade the internals?

Best ej block for a monster turbo build?

250 on 98 and 300 on e85. Anymore than that and things are getting iffy. Even a good tuner can only do some much before the knife edge gets to fine to walk.
Another key point i should ask is what will the motor be used for? Eg is it street use with the odd 1/4 run? Or are you thinking track days? If its the later it changes alot.

If I was to go turbo route I'd probably be happy with the 200kW club, maybe have a little bottom end work done for reliability and future proofing (if I want more power down the track). Daily with the occasional 1/4 run would probably be it.

a stock unopened ej207 will do 200kw atw all day long.
Work out what you want, and what for, then start making these decisions.

Thats what im saying. A ej22 was in the 22b's for a reason. They are strong as fark! No need to spend money on sleeves.
As i said just food for thought.
Remember the 22B motor was a CD 2.2. Big difference between OD and CD.
My conclusion is, with a forged closed decked engine and stock bolt ons with bigger injectors/fuel pump and an aftermarket ecu I could push a reliable 200kw? Correct me if im wrong but im sure the stock turbo could boost 16psi and with sufficient oil/water cooling I could get that power reliably?
A V3 STi halfcut +FMIC+3" exhaust+CAI+chip/aftermarket ecu will achieve this.

This!!!!!
Maybe research a bit of what will do what. Big difference between 200 - 300 - 400kw setups
As soon as i mentioned 300kw I was in trouble

+1 for brakes , suspension and some driver training, scooby have you even driven somthing with 150kw, seems like your just pulling numbers out of the air this isnt fast and the furious.

Unfortunately I'm not as you assume an unexperienced driver, driven multiple turbo cars like an r32 gtr, mitsubishi starion and gsr lancer with a 4g63 conversion. I'm getting my numbers from my observations of my dad and uncles mechanical work with a wide variety of turbo cars, with his latest project of a 1000+hp gtr, I suggest you dont jump into assumptions about my experiences. :/+1 for brakes , suspension and some driver training, scooby have you even driven somthing with 150kw, seems like your just pulling numbers out of the air this isnt fast and the furious.

Apologies Joe; just seemed funny you started with a goal of 400hp and now seem content with something around 270hp.
One thing you will need to remember to cost which you havent, is all the little things like timing belt kits, upgraded oil pump, water pump, seals and head gaskets, oils and coolant, etc etc. be surprised how quick all the little things add up.

QFT....no point building such a tough engine when a stock 207 will do this....mine ran a touch over 230atw with no issue at all....its still tight as a drum

This...it is not cheap...far from it...even if you do all the work yourself, youd be surprised how much you need and how quick it adds up
if you do it right the first time that is

If your dad/uncle has a 1000hp gtr why are you looking into a subaru engine?
Surely since they can build a 1000hp gtr they would know a lot more about nissan engines.
Also, from what I have seen there is so much more after market support for both nissan and mitsubishi engines.
Seems like you would be making work for yourself and them by using an engine they maybe aren't as familiar with.
Best of luck whichever way you decide to go with the build.

just buy one that is already built, worked and go from there
slap it in your car with your experience and away you go!
more fun driving it then having it in the garage on stands losing the plot for 12months

I hate the sohc heads :/Swap in the whole 22?
Fan of the 2.5 because of the dohc and the mid range torque

What is the workshop your family owns out of interest?
In all honesty, throw the whole ej22 in for now, they still have 100kw, and go bloody good. and ej25na does not have much over the sohc 22.
Turbo is where its at for subaru

Don't they have an engine hoist at their workshop?
